Job Description:

Description: The District Safety Program Manager assists the Manager of EOC/LS in assuring compliance with The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), National Fire Protection Association (NFPA), Occupational Health and Safety Administration (OSHA), Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ) and other state and federal agencies. This program manager also assists in the development, implementation, and analysis of effective employee education programs on safety regulations, policies, procedures and operating systems. He/she also provides support and guidance on resolution of identified opportunities for improvement and corrective action plans, prepares and submits required reports on safety program results related to the environment of care and life safety and interprets the effectiveness of hospital safety programs with appropriate officials.

Typical Duties:

* Assists the Manager of EOC/LS by providing support and guidance to the organization regarding regulatory compliance for TJC, CMS, OSHA, TCEQ, EPA, NFPA with a focus specific to environment of care and life safety.
* Works cooperatively and communicates effectively with the Manager of EOC/LS, executive leadership, medical and hospital directors, and nursing and administrative staff to provide accurate data assembly, analysis, planning, and execution of safety goals and regulatory compliance.
* Directs environment of care and life safety tracers and fire drills for hospital and ambulatory surgical center.
* Provides results and trending data to department leaders on opportunities for improvement related to environment of care and life safety.
* Collects and analyzes trending results to assist in the development and monitoring of action plans designed to improve the safety of the physical environment of care
* Partners with department leadership to provide required or necessary training to address improvement opportunities.
* Collaborates with other departments within the Quality Division to identify analytic approaches to collection and dissemination of safety data for the District.
* Develops and provides trending reports to the Facility Safety Committee and Environment of Care Committee.
* Prepares, updates, and disseminates appropriate hazard analyses and information, for funding proposals, presentations, and documentation purposes (e.g. fire drill data, hazardous waste, accident data, etc.)
* Serves as the hospital Safety Officer back up to the Manager of EOC/LS in the hospital command center during internal or external disasters when needed.
* Directs teams and groups in special projects, drills, practices, or responses as necessary to mitigate safety concerns for hazardous events or conditions.
* Provides education and training to department staff through the organizational safety program of the JPS Health Network.
* Participates in construction safety walks, pre-construction meetings, and project design meetings as assigned.
* Serves as safety representative when completing ICRA, PCRA, and ILSM documentation for repairs and maintenance and construction projects.
* Completes accident investigations and documentation for employee, patient, and visitor events involving the environment of care.
* Performs other job related duties as assigned.

Qualifications:

Required Education and Experience:
* Bachelors degree from an accredited university
* Experience in the management of safety processes and procedures in a hospital environment.
OR
* 7 plus years of experience in healthcare safety engineering, clinic rounding or clinic education.
* Experience in the management of safety processes and procedures in a hospital environment.
Required Licensure/Certification/Specialized Training:
* Certified Healthcare Safety Professional (CHSP) within one year of employment.
* Lean Six Sigma Yellow Belt (LSSYB) within three years of employment.
* Federal Emergency Management Agency (FEMA) ICS 100, 200, 700, and 800 certifications within one year of employment.
Preferred Education and Experience:
* Masters degree in Safety, Engineering, Healthcare Administration, or related field from an accredited university.
Preferred Licensure/Certification/Specialized Training:
* Certified Healthcare Facilities Manager (CHFM)
* Certified Healthcare Emergency Professional (CHEP)
