Job Description

The Program Manager III represents a high level of experience and expertise in the Elbit Systems of America, LLC career path in program management. The Program Manager III must have a minimum of 10 years' experience overseeing large, complex programs and portfolio of projects. tower installations (e.g., concurrent tower installations of 15 or more tower units per year). Level 3 Defense Acquisition University (DAU) Program Manager, Physical Engineer (PE) or Project Management Professional (PMP) is required. Experience leading tower programs for DHS or Defense organizations is preferred.

The Program Manager III will be responsible for managing a combination of IR&D and Government contracts to protect the US Border and other Government interests by developing, delivering, and supporting surveillance technologies and systems. Elbit Systems is a leading provider of surveillance systems to the Department of Homeland Security and Department of Defense.

Responsibilities & Tasks

Must have experience associated with the complexities of managing strategic investments and programs required to successfully manage the Department's most sophisticated programs.
Demonstrate leadership through effective interpersonal, managerial, communication and organizational skills
Display strong communication skills in the areas of negotiation, writing, and decision briefing
Adapt behavior and work methods in response to new information, changing conditions, or unexpected obstacles; effectively deal with ambiguity
Facilitate open communication and collaboration with suppliers, functional organizations, leadership and customers and maintain awareness of their issues and concerns
Create and communicate a compelling vision that generates excitement, enthusiasm, and commitment among team members in support of the business strategic vision
Understand DHS or DoD (or similar) regulations, policies, process and acquisition lifecycle phases
Use Business Acquisition Processes in proposal preparation including scope of work development and adherence
Create and use different cost estimating methodologies to develop basis of estimates and Performance Measurement Baseline
Organize work, set priorities, and determine resource requirements, determine short- and long-term goals and strategies to achieve them
Apply the principles of earned value management methods and tools to assess a program's health
Apply risk management techniques including mitigation plans and steps to minimize cost, schedule and performances impacts and assess the feasibility of alternative investment approaches
Achieve "Very Good" or higher ratings on Contractor Performance Assessment Report (CPAR)
Create and maintain a Program Management Plan (PMP) for each assigned program
Ensure Work Breakdown Structures are created and maintained for each assigned program
Ensure program schedules are created, monitored and have weekly status updates
Identify all relevant program stakeholders and actively engage them in planning, execution and control of the program
Establish and maintain positive relationships with customers; both internal and external
Prepare and present program management reviews as scheduled for internal management and external customers
Conduct regularly-scheduled, productive, team meetings using best practices in meeting facilitation
Ensure the program team documents lessons learned on a regular basis throughout the life of the program to include program phase completion and program closure
Ensure meeting minutes for team and customer meetings are created
Adhere to applicable ITAR, TINA, FAR, Export Compliance, EMD, Safety, and Security requirements
Apply decision analysis and resolution (DAR) techniques
Review deliverables prepared by the team for completeness, accuracy and quality before submitting them to the customer
Create, maintain and present Program Scorecards as needed
Perform other job-related tasks as assigned by manager

Qualifications

Experience Required: 10 years of program management experience

Education (Highest Level Required/Preferred)

Required: NEED BS ins Business Management or Engineering

Preferred: Desired Master's degree in Business Management or Engineering Management

Training Pre-requisites (Within One Year of Taking Position)

XX I ITAR, Export Compliance, TINA, Risk Management, EVM

Certifications/Licenses

Preferred: DoD / DHS Acquisition PM level II or III

Highly Preferred: Project Management Professional (PMP) or Level 3 Defense Acquisition University (DAU) Program Manager

Knowledge, Skills, Abilities Required
Excellent knowledge of program management methods and Earned Value Management
Excellent knowledge of contracts: fixed price, cost plus and time and materials
Excellent skill in time management, meeting facilitation and problem-solving
Excellent skill in the use of MS Office, Outlook, and Project applications
Excellent ability to clearly communicate ideas verbally and in writing
Excellent ability to create and give program management review presentations
Excellent ability to negotiate and apply tact and diplomacy with internal/external customers and foreign personnel
Excellent ability to work independently in building and leading an integrated product team
Ability to receive a DoD Secret Clearance
Ability to receive a DHS Background Investigation Favorable Adjudication
