The Contracts Director directs the issuance of contract
policies, procedures, methods, operating practices, and functional
performance standards consistent with the GEM for assigned area of
responsibility. Directs the implementation of efficient and
effective contract administration processes for the management of
contracts and assigned area of responsibility. Assists the Center
of Excellence (COE) leadership in the review and development of the
COE policy and procedures.

Knowledge & Skills
In-depth knowledge of the Federal Acquisition Regulation (FAR),
Defense Federal Acquisition Regulation Supplement (DFARS) and
related federal and state legislation and regulations.
In-depth knowledge of the Service Contract Act, Fair Labor
Standards, and Truthful Cost or Pricing Data Act and knowledge of
other Labor Service Standards may be required.
Familiar with the Export Administration Regulations (EAR) and
International Traffic in Arms Regulations (ITAR) if required for
Knowledge of Cost Accounting Standards (CAS).
Familiar with General Accounting Practices (GAP).
Strong critical thinking and analytical skills.
Excellent communication and people skills.
Demonstrates proficiency in Microsoft Office applications,
specifically PowerPoint, Word, and Excel.
Experience & Education
Bachelor’s degree in an associated discipline. Two (2) years’
experience in Contracts Management or related field can be
substituted for each year of the four (4) years of college.
Twelve (12) years’ experience in government contracts
administration or proposal development.
Experience in Operations & Maintenance (O&M), Life Support,
Base Operations Support, Facilities Maintenance, Ground/ Vehicle
Fleet Maintenance or other business lines is preferred, to include
experience with the DoS customer.
Prefer at least Five (5) years in a management/supervisory
Physical Requirements/Working Environment
Generally, works in normal office environment, yet may be
required to travel domestically and internationally on short
notice, to austere environments, under harsh living conditions.
Some positions will be assigned to overseas locations where
living and working conditions at assignment location could be
remote and uncomfortable, with long hours, exposure to weather,
dust, and hazardous/harsh conditions.
