Duties Summary Due to the Pandemic, and individual states with different phases of reopening, the selectee s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.This position will be filled at offices located in the Southwest Region, Arkansas/Oklahoma Airports District Office. Responsibilities Duties for FV-H: Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Applies experience, advanced knowledge to plan and accomplish assignments. Analyzes, interprets planning criteria in the review of airport and aviation planning documents. Reviews and provides technical guidance on airport master and system plans prepared by airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Provides technical guidance, preparation and coordination of local airport demand forecasts and Airport Layout Plans. Reviews, approves local airport demand forecasts and Airport Layout Plans. Assists in the development of the ADO/RO Airports Capital Improvement Program and may assist with the administration of the Passenger Facility Charge program. Assists environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act. Reviews airport sustainability programs and other environmental programs. Provides assistance to Airport Sponsors to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Coordinates with compliance specialists to ensure compliance with applicable Grant Assurances. Demonstrates considerable independence in planning time and helping a manager, project/program manager and/or team leader to plan and use assigned resources to accomplish projects/ programs/activities. Reviews the initial submittal of ADO input to the National Plan of Integrated Airport Systems entry/removal requests per FAA guidance. Reviews land use compatibility plans, change in land use requests, land releases, and land acquisition documents. Works with experienced planners, compliance specialists to accomplish actions including conducting review of appraisals submitted by sponsors, ensuring that land acquired under a project is properly configured, has good title and cost is reasonable. Contacts typically are internal and external, with regular contacts among major subdivisions, customers and other external parties to share information about the FAA and explain the applications of policies and procedures on airport planning and programming, airspace, airport design standards and contract administration. Drafts correspondence for review by more experienced planners. Correspondence may include Congressional responses, briefing papers, approval letters, and guidance to sponsors associated with all aspects of airport development. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach. Assignments often requires reviewing planning consultant contracts and scopes of work for consistency in the procurement of professional services requirements under the limited guidance of a manager or other employee. Reviews benefit/cost and life-cycle costs analyses. Coordinates with experienced planners on issues concerning nonstandard design. Recommends improvements to systems and processes for modification of standards requests to management and/or RO. Prepares project justifications and eligibility analyses to ensure projects are ready for grant funding. Provides recommendation for grant funding and programming. Maintains project status using the Office of Airports database system. Performs other duties as assigned. Qualifications Requirements In addition to the basic requirement listed below in the EDUCATION section:To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G or FG/GS-11 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for the FV-H level may include but is not limited to: Experience in evaluating planning plans, studies or qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H or FG/GS-12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Assignments typically require knowledge and experience working across functional and/or organizational lines. Analyzes and interprets criteria related to all aspects of airport and aviation planning. Reviews, provides technical guidance and accepts airport master and system plans prepared by airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Provides technical guidance for the preparation and coordination of local, metro, and state system airport demand forecasts and Airport Layout Plans. Reviews and approves local airport demand forecasts and Airport Layout Plans. Assists in the development of the ADO/RO Airports Capital Improvement Program (ACIP) and may assist with the administration of the Passenger Facility Charge (PFC) program. Assists environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act. Reviews airport sustainability programs and other environmental programs. Provides assistance to Airport Sponsors to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Ensures planning results are in compliance with applicable Grant Assurances. Assists in developing the ADO input to the National Plan of integrated Airports System (NPIAS) and conducts reviews to ensure that FAA guidance is being met during the initial submittal of NPIAS entry/removal requests. Reviews and approves land use compatibility plans, change in land use requests, land releases, and land acquisition documents. These actions may require review of appraisals submitted by sponsors to ensure that land acquired under a project is properly configured, has good title and cost is reasonable. Ensures conformance with the Uniform Relocation Act. Contacts are internal and external. May be called upon to communicate FAA positions on policies and procedures internally and externally. Prepares correspondence for review by management. Correspondence may include Congressional responses, briefing papers, approval letters, and guidance to sponsors associated with all aspects of airport development. M
