Job Description:
POSITION OVERVIEW: The Fair Lending Officer is responsible for
administering and coordinating all aspects of CMG---s Fair Lending
programs. Responsible for ensuring CMG maintains a sound Fair
Lending compliance risk management program with active oversight of
operational risk, adequate policies and procedures, and a strong
management information system for measuring, monitoring and risk
reporting. This role is responsible for conforming with federal and
state regulations related to Fair Lending to mitigate risk from
litigation, civil money penalties, enforcement actions and to
assist in maintaining a positive public reputation. This position
is responsible for assisting the SVP, Risk Management with Fair
Lending regulations and policies. ESSENTIAL DUTIES and
RESPONSIBILITIES, includes the following responsibilities, but not
limited to: Responsible for all aspects of CMG---s Fair Lending
programs from a Leadership and Strategic perspective, including
Development, Implementation and Oversight; oversees the Fair
Lending Committee; advises Senior Management and Executive
Management Team of fair lending issues when appropriate. Develop
written reports and advise SVP, Risk Management and Executive
Management concerning key Fair Lending issues. Provides Leadership
and Direction to instill an enterprise-wide culture of Fair Lending
proactively and consistently; ensures CMG meets its obligations,
objectives and technical requirements of all applicable Fair
Lending rules and regulations. Prepares quarterly risk assessments
of Fair Lending regulations; identifies acceptable level of
compliance risk and corresponding controls; provides solutions to
address gaps in controls and mitigate Fair Lending risks.
Participates in Credit Committee to provide a Fair Lending
Perspective. Review Marketing materials to ensure compliance with
Fair Lending. Performs an annual Fair Lending Self-Assessment;
identifies and implements corrective actions as deemed necessary.
Evaluates and analyzes CMG---s Assessment Area on a periodic basis
to ensure its appropriateness. Collaborate with and provide
guidance to various department and functional managers in the
development and review of their policies and procedures to ensure
compliance with applicable federal and state laws and regulations
related to Fair Lending and with actual operating practices. Work
with the Training department to design, develop, and implement Fair
Lending training for all employees. Provide ongoing guidance and
training to loan officers regarding community development lending
opportunities. Collaborate with community and activist groups as
needed. Assist in the coordination of internal audit and regulatory
examinations. Evaluate data from loan files or from officer
interviews to assess whether an applicant was treated in a manner
consistent with Fair Lending standards, including whether the
applicant received favorable treatment compared to other similarly
situated applicants. Work with Compliance to review HMDA data to
ensure Fair Lending standards have been met. Work with Data
Analytics to review and document Fair Lending Analysis both
internally and externally and perform regression analytics to
determine where and if there are risks. Write and maintain CMG---s
Fair Lending Program Policies and Procedures. Prepare and present
to EMT on a quarterly and annual basis the Fair Lending Assessment
detailing CMG---s current performance. Monitor CMG---s compliance
with Fair Lending laws by conducting a Fair Lending risk assessment
and analyzing lending activity to identify fair lending risk
associated with levels of assistance, underwriting, pricing,
steering, and servicing. Coordinate with business units to obtain
application, pricing and lending results. Providing the same to
third party fair lending testing vendor. Obtain and review the
third-party Fair Lending testing results. Working with business
units to develop, implement and manage policies, procedures, and
controls to address any areas of concern. Perform special projects
as assigned by the SVP, Risk Management PREFERRED QUALIFICATIONS
AND EXPERIENCE: Five to seven years--- experience with managing and
developing a team. Prior experience with Fair Lending Analysis
required, including reporting. Strong competency in Word and Excel.
Strong knowledge of consumer and mortgage lending operations and
services. Well-organized, efficient, detail-oriented, self-starter,
able to work independently. Strong writing and analytical skills.
Strong communication (written and verbal) and organizational skills
with the ability to work independently, as well as, collaboratively
within a team environment. Ability to interact and communicate
effectively with all levels of management, legal counsel,
regulators, and examiners while maintaining strict confidentiality.
Ability to work in a fast-paced environment and positively adapt to
routine changes while maintaining high performance standards.
Strong decision-making, analytical and investigative abilities with
attention to detail and accuracy. PHYSICAL and ENVIRONMENTAL
CONDITIONS: Standard office environment, equipment and tasks,
including work at a computer terminal. This position requires
partial sitting and walking throughout the day. Employee must be
open to work overtime to complete assigned tasks.
