Overview
The SVP Procurement directs and oversees the Procurement function, initiates and leads process improvement and automation initiatives, evaluates sourcing alternatives, and manages vendor contract review and approval. The SVP Procurement monitors internal controls and ensures compliance. This position interacts with internal and external personnel at all levels of organizations.
Responsibilities
JOB DUTIES


  • Responsible for directing the strategic and operational objectives of the Procurement department
  • Develops departmental goals, strategies and objectives for department
  • Ensures that departmental processes/procedures are fully documented and are in compliance with Company policy and aligned with Company objectives and are in compliance with applicable regulations
  • Ensures the department personnel receive appropriate training and development
  • Oversees the contracting process, including vendor agreements and adherence to Company policy with respect to Purchase Requests, Purchase Orders, etc
  • Coordinates vendor proposals, statements of work, and quotations between vendors and GM Financial domestic and international groups
  • Ensures that legal concerns, service level and performance deficiencies, and critical terms and conditions with contracts are identified and resolved Proposes changes with contracts that protect GM Financial's interests and resolves issues with intern
  • Ensures Procurement department implements, documents and monitors internal controls and conducts reviews to document effectiveness of controls and ensures that any needed changes are implemented
  • Develops strategic plans to facilitate a Procurement function that is aligned with company objectives
  • Perform other duties as assigned

    Qualifications
    Knowledge

    • Deep experience with corporate technology landscape and concepts
    • Strong understanding of IT technology projects and software/hardware maintenance contracts
    • Experience with data, voice networks and negotiating large telecommunication contracts
    • Must be familiar with industry current vendor management and relationship concepts, practices, and procedures
    • Comprehensive financial analysis, including assessing contract economics, costs and benefits of project proposals and outsourcing activities
    • Detailed understanding of safe harbor, model clause contracts, and data protection requirements
    • Detailed understanding of domestic and international privacy regulations
    • Knowledge of a variety of Procurement concepts, practices, and procedures, including industry best practices
    • Understanding of domestic and international privacy regulations
    • Familiarity with the CFPB, SSAE, GLB and model clauses
    • Internal and external customers needs assessment, planning and monitoring

        Education

        • Bachelor's Degree or equivalent work experience required

          Experience

          • Greater than 10 years Demonstrated progression in Procurement required
          • Greater than 10 years Management responsibilities required

            SalaryThe base salary range for this role is: USD $189,600.00 to $379,200.00. At GM Financial, we strive for transparency in all aspects of our business, including pay equity. This is the GM Financial pay range for this role and job level. The exact salary and compensation will vary based on factors like knowledge, skills, experience, and education. This role is eligible to participate in a performance-based incentive plan. Full time employees are eligible to participate in health benefits on day one of employment.
