The Buyer will support the Procurement and Warehouse Materials Manager and Procurement with procurement activities and enforcement of the Procurement Policies as assigned. The Buyer reports directly to the Contract Administration Manager for processing requisitions and purchase orders, preparing RF(X) and bid documents, sourcing suppliers, coordinating stakeholder meetings and maintaining documentation for bids and quotes for assigned departments and commodities.This position's responsibilities include: As directed by the Contract Administration Manager, administer purchasing activity to ensure compliance with Micro Purchases, Small Purchases, and Formal Purchases, including Disadvantaged Business Enterprise utilization in all solicitations and procurements. Coordinate requirements of assigned departments, and act as a liaison between suppliers to implement and fulfill procurement requirements through the use of RF(x)'s or purchases. Conduct procurements in current and new ERP system, developing functions to meet priorities, deadline and implementation goals. Set priorities and prepare schedules for completion of work. Develop solicitations and respond in a timely manner to reports requiring action on Contract Modifications/Extensions and/or formal procurement procedures, notifying department representatives of Contracts expiring that may need formal procurement, extension, modifications or amendments. Evaluate bids and proposals to determine most responsive and responsible submittal. Evaluate service responses, pricing data, scope of service and contract terms. As needed, provide cost analysis of products and marketplace to ensure compliance with FTA requirements. Work with assigned key business stakeholders to develop innovative and creative solutions to procurement needs. Develop RF(x), convert requisitions for commodities, supplies, materials and services to Contracts and/or Purchase Orders according to procurement procedures in compliance with FTA Circular 4220.1 F, State Law and established FWTA Procurement Policy and Procedures. Develop and implement innovative sourcing strategies that generate cost savings and process improvement opportunities. Conduct spend analysis through the collection, classifying and analyzing of expenditure data for the purpose of identifying and reducing procurement costs, improving efficiency and monitoring compliance. Maintain accurate, up to date manual and electronic records of bids, bid documents, sole source purchases and contracts; status of purchase orders and requisitions. Transition processes for purchasing and managing blanket purchase order/contracts for new ERP system implementation. Notify supplier on past due deliveries; improper invoicing and return of shipments; maintain warrantee files on the FWTA equipment and machines. Review invoices for unauthorized purchases, addressing and correcting issues with departments and/or suppliers to resolve issues satisfactorily, documenting violations and non-compliance for resolution. Act as a backup to process approved requisitions and create Purchase Orders for other buyers as needed. Perform additional Procurement functions as assigned. Participate in the FWTA's community activities to promote transit on off duty hours. Maintain confidentially of information. EXPERIENCE One to five years experience purchasing a variety of items for a transit agency or a complex organization; or, any combination of relevant education and experience. Experience creating RF(x) documents and managing solicitations for development of contracts. Experience in contract administration and management. Proficient use of computer spreadsheets and word processing. Microsoft Office experience preferred. Experience with JDEdwards Financial Software preferred. EDUCATIONBachelor's Degree with major course work in public administration, business administration, economics, finance and accounting preferred. Experience may substitute and be considered in place of educational degree.PM18
