InGenesis is currently seeking a Chief of Site Operations to work with our client located in Texas. The Chief of Site Operations is responsible for the operation, direction, and management of an InGenesis Campus (operating as an Influx Care Facility (ICF)). The ICF provides direct care, supervision, and related services necessary for the care of Unaccompanied Children (UC) until they can be placed with an appropriate sponsor. Primary responsibilities include maintaining a safe, secure, and healthy environment for approximately 1,200 UC's (ages 13-17) housed at an InGenesis ICF. Duties include the 24/7/365 oversight of daily operations while ensuring staff members remain compliant with all policies, procedures, and protocols.   • Accountable for ensuring the smooth administration of a campus which includes mission essential services such as medical treatment and social welfare programs, education, housing, and site operations, including logistics and security.
  • Responsible for ensuring program compliance and effective, expert multi-level written and verbal communications with ORR federal officials (i.e., Contracting Officer Representative (COR) and Contracting Officer (CO), US Public Health Service Officers, CDC Officials, and other client officials, community leaders, internal stakeholders, -1,200 UCs and -1,800 staff.
  • Responsible for contractual compliance, including the efficient management of all staff engagement and schedules to ensure UC/patient safety.
  • Aligns, interprets, and enforces policies and directives for efficient administration and ensures client and corporate authorizations / pre-approvals.
  • Directs the activities of all facility functions, assigns duties and delegates authority as approved/required to accomplish them.
  • Communicates and coordinates with InGenesis Shared Services for the selection, development, advancement, counseling and/or discipline of staff
  • Ensures applicable and contractual procedures are followed and appropriate method, and techniques are developed and employed in program operations.
  • Provides proper safeguards and conducts regularly scheduled physical inspections for the health, safety, and welfare of UCs and staff. Also regularly inspects the physical property of the facility and ensured facilities are properly maintained.
  • Responsible for managing campus budget processes. Works closely with InGenesis liaison staff to analyze business records, statistical reports, budget estimates, audit findings, corrective action plans (if applicable) and prepares justifications for proposed/expanded expenditures.
  • Performs other duties and responsibilities as needed to ensure the effective and successful operation of the facility.
    QUALIFICATIONS AND EXPERIENCE

    • Bachelor's degree in a related field, required
    • Master's degree in business administration, healthcare administration, behavioral sciences, or related field, preferred
    • 10-15 years of work experience managing similar size and complexity facility/operation
    • Bilingual, preferred but not required
    • Must have experience:

      • Managing a same/similar complex environment including a large supplier community (i.e.: Security, IT, food services, religious services and more)
      • Strong leadership experience managing/overseeing an experienced team of professionals comprised of CMOs, CNOs, HSAs, Behavior Health / Allied Health professionals, site operations and logistics.
      • Excellent references which highlight administrative ability, sound judgment, excellent upstream and downstream communication skills (both written and verbal) and same/similar scope and population staff management, skill in collaboration with external entities, and effectiveness in building and leading teams.
      • Implementing and leading change (Change Management).


      • To be considered for a position, the candidates must also have demonstrated competence with financial management, administrative processes, healthcare acumen, rapid response, and site operations/logistics (i.e.: Base Commander, Deputy Base Commander, Peace Corps, American Red Cross, Correctional Health facilities)
