TechnologyThe following are the duties of this position at the full
working level. If this vacancy includes more than one grade and you
are selected at a lower grade level, you will have the opportunity
to learn to perform these duties and receive training to help you
grow in this position.* Advises and assists executive/senior
management in assessing impact of new or modified program
requirements. Analyzes new or proposed legislation, regulations, or
other authoritative guidance to determine impact on program
operations and existing policies and procedures. Identifies and
analyzes critical problems and issues and the timing and sequence
of key program events and milestones. Anticipates any adverse
impact on budget and/or work plans. Develops innovative solutions,
documents findings and conclusions, and develops and delivers
presentations.* Conducts in-depth analyses of assignments to gather
and evaluate information to set specific goals/action plans
aligning to the mission and strategies of the Agency, assesses
problem areas, prepares management reports and briefing papers for
executives/senior management.* Performs a variety of senior-level
liaison assignments, projects and special studies.* Advises and
assists executive/senior management in critical, sensitive or
confidential matters, including personnel actions (competitive and
non-competitive promotions), liaison with labor relations
(suspensions and removals), performance management (manager ratings
process and performance/special act award nominations), and audits
(TIGTA and GAO). This includes review and consideration of current
as well as future program objectives, major management objectives,
program goals and priorities and current, as well as anticipated
workload and resource requirements.* Assists executive/senior
management in exercising financial plan management responsibility.
Prepares, maintains, and executes the financial plan involving all
categories of expenditures. Reviews, analyzes, makes
recommendations, and/or develops contingency plans based on
financial analyses and reports.HelpRequirementsConditions of
Employment* Must be a U.S. Citizen or National and provide proof of

Federal law requires verification of the identity and employment

unexpired original or certified copies.QualificationsFederal
experience is not required. The experience may have been gained in
the public sector, private sector or Volunteer Service. One year of
experience refers to full-time work; part-timework is considered on

following requirements by the closing date of this
announcement:SPECIALIZED EXPERIENCE GS 14 LEVEL: You must have 1
year of specialized experience at a level of difficulty and
responsibility equivalent to the GS-13 grade level in the Federal
service. Specialized experience for this position includes:
Experience designing and conducting major comprehensive studies and
projects that required a wide range of analytical and evaluative
methods and techniques, both qualitative and quantitative,
sufficient to accomplish projects or studies broad in scope and
magnitude. Experience applying new developments in audit concepts
and techniques to identify problems, gather information, provide
recommendations, and write reports. Experience developing guidance
on audit approach and techniques for precedents various programs
within the audit arena. Experience with laws, policies,
regulations, and applicable to the segment(s) of the Service's
program affected by the assigned project or study; Experience using
management principles and processes to perform project management
duties to coordinate and integrate project objectives and
recommendations with key line and/or staff functions of the
Service; and the ability to communicate effectively both orally and

stop times between 6:00am and 6:00pm* Alternative work schedule,

eligible position, you may be directed to temporarily telework on a
full-time basis due to COVID 19. Employees must be within a
200-mile radius of their official assigned post-of-duty (POD) while
